Most of international credential evaluation revolves around whether the foreign student has achieved certain educational benchmarks. But what do you do when a student has not finished their program of study? Evaluating incomplete programs can often be more complicated than complete ones. Additional challenges arise when the evaluation is being used for transfer decisions.
