Shifting Institutional Culture Around Enrolment Planning
Category
Session
Description
Over the past four years, the University of Calgary has embarked on process to improve enrolment planning. Following several cycles of enrolment challenges and declining trust with academic units, the Registrar's Office revamped its approach to enrolment planning. This session will share the systematic approach used to develop a data informed process to determine a multi-year enrolment plan, align recruitment, admissions and scholarships to support enrolment objectives and improved communication and trust with internal stakeholder. Successes to date are stabilized enrolments, improved campus relationships and an increase to our average entering grade and admission averages.
Historical practices saw a rollercoaster effect on enrolments. Overall targets were set; however, they were separate from discussions on new student targets and planned international growth was excluded from target planning. This create a culture of friction, a lack of transparency and distrust between of the Registrar’s Office and internal stakeholders. The process also resulted in inconsistencies in reports and an inability for academic units to create sustainable multi-year enrolment plans. In addition, the university had established a planned expansion program for specific program areas, that had received government funding but were not part of the annual plans.
Through communications, revised forecasting, the development of a complimentary recruitment and conversion plan and the implementation of a five-year enrolment model, the university has stabilized enrolments, achieved all expansion targets and is expected to hit the international growth targets in Fall 2019.
This session will highlight how the University of Calgary:
-Developed a five-year data informed enrolment model that included new student targets, returning student targets and international targets (new and continuing).
-Aligned recruitment, admission processing and scholarship adjudication
-Changed the context of annual planning faculty enrolment meetings discussing where enrolments are at and what the targets should be, to everyone knowing what to expect before entering the room
-Created a common understanding of enrolment data across campus
-Worked with academic units to establish a role in recruitment and conversion activities that align with central activities and institutional goals
