Data-holding by Schools, Colleges, Universities in their IT systems from users age of Pre- school kids to Ph.D. researches. There is no defined standard IT Audits. Still, as of today, high- secured data is stored in End of life IT support places. For Variety of reasons (Lack of funds, lack of IT domain expects, Accreditations agencies not considering IT services as one of needed policy, many other reasons).
Not forcing education domain providers to submit IT security audits as a must policy to maintain and run Schools, Colleges, Universities either by any government agencies nor by accreditation bodies as result non of education Schools, Colleges, Universities not much worried to keep with IT security standards up to date.
This is a National Security issue hacker taking this as advantage to sell data and provide access to gain entry in to foreign countries with fake Passports/Immigration documents 911 attack is one of classic example, kidnap small kids from home country sell them use same data to send other kids to deliver dangers products and goods, there are some many cases different ways data missed used.
