Patrick S. Elliott has over a decade of experience in higher education working with electronic student records and reimagining and automating student services. He spent over 11 years at University of Maryland University College, leading electronic content management, electronic transcripts, and business process workflows initiatives while serving in several functional and technical positions – including Senior Associate Registrar. Patrick served on the PESC Board of Directors as Board Treasurer from 2015-2017 and is currently serving on the AACRAO SPEEDE Committee. In 2017, he joined Harford Community College as the Associate Vice President for Enrollment Services. He is currently leading his team through a Banner upgrade, redesigning student services for admissions, records, financial aid, and testing, and relaunching the Strategic Enrollment Management Committee. Patrick is a doctoral candidate in the Doctor of Education in Educational Leadership program at Frostburg State University. He plans to conduct research related to the adoption of EDI in Maryland and graduate in May 2019. He is seeking an opportunity to be more active with AACRAO by helping build the next generation of future AACRAO leaders who are equipped to lead the organization through the many changes in our professions that are on the horizon.

Associate Vice President for Enrollment Services, Harford Community College 06/2017 – Present
Bel Air, MD
¨ As a College administrator, provide leadership and mid-level management for the enrollment service departments: Admissions, Records and Registration, Financial Aid, and the Test Center. The team consists of 46 full- and part-time team members and operational budgets exceeding $2.5 million.
¨ Assumed grant director responsibilities for the One Step Away grant program through the Maryland Higher Education Commission. The grant offers concierge advising and financial assistance to completers and near-completers who stop attending without earning their degree. 2017 grant award was over $70,000. Successfully led the proposal writing process to earn a fourth year of the grant, totaling over $58,000. The One Step Away program graduated over 200 students in its four years.
¨ Reconstituted the Strategic Enrollment Management Committee and planning process with a co-chair from Academic Affairs. Created a SEM structure using the guided pathways and completion by design framework.
¨ Actively support several key, College-wide initiatives including joining the Achieving the Dream Network, Banner 9 SIS upgrade, business process redesign, and launch of Heliocampus.
Senior Associate Registrar, University of Maryland University College (UMUC), 06/2016 – 05/2017

¨ Providing daily leadership and management of an enterprise-wide project to implement Hyland’s OnBase electronic content management system. Serving as the Business Owner for 1200 users and, advocating for and coordinating resources, creating documentation, and making plans between the Office of the Registrar, Financial Aid, Enrollment Management, Student Accounts, Military Partnerships, Institutional Advancement, and the academic departments. Developing functionality for transfer credit and financial aid awarding automation.
¨ Creating a reverse transfer partnership to automate the process and ensure more students earn the degrees that they deserve. Leading a pilot test between the University, College of Southern Maryland, Frederick Community College, and the National Student Clearinghouse.
¨ Improving strategic leadership and processes in the Office of the Registrar by leading a workgroup to create a new mission and vision statement for the department, assisting in the creation of an annual report and annual operational plan and co-developing a competency-based professional development model.
¨ Developing the internal capabilities to receive and process electronic transcripts using TS130, PDF, and PESC XML standards to improve the quality of our transfer credit data and the processing time for transfer credit evaluations and graduate admissions decisions.
¨ Assisting in a grant-funded pilot test to create a competency-based extended transcript that better identifies the learners competencies and skills. The extended transcript includes a portfolio of learning artifacts and is designed to showcases the learner’s workforce readiness.
Associate Registrar, Student Academic Records, UMUC, Adelphi, MD 09/2011 – 05/2016
¨ Expanded the scope of the unit by developing electronic transcript capabilities and consolidating worldwide records archives, creating a unified process for transcript submissions, and streamlining processing between Admissions and the Office of the Registrar.
¨ Led department-wide projects, such as implementing receipt of electronic transcripts, upgrading to PeopleSoft 9.0, and converting legacy records to digital format. Ensures projects are delivered on time, on budget, and on scope using various project management tools and techniques;
¨ Advised and consult with the University Registrar and University leadership on curriculum changes, such as transitioning to eight-week terms and competency-based education and expanding the academic transcript;
¨ Increased the Office of the Registrar’s involvement in Open Houses and Transfer Fairs by creating process for transfer credit review and staffing the events.
¨ Provided leadership for commencement and jointly coordinated 750 faculty and staff volunteers; oversaw the growth and upscaling of the events, which hosted over 3,000 graduates and 28,000 guests between two ceremonies.
Singularity Application Manager, UMUC, Adelphi, MD 09/2008 – 09/2011
¨ Managed the daily operations and strategic growth of UMUC’s document imaging and workflow solution, Singularity, and supervised a staff of systems analysts.
¨ Created a centralized management model while improving project management and system maintenance processes; completed several projects and created a stakeholder committee.
¨ Managed the day-to-day relationship with the vendor, coordinating new projects, issue resolution, training, and travel.
¨ Expanded the use of the system throughout the University including within the Office of the Registrar, Financial Aid, and Office of Student Accounts; planned, prepared, and executed projects for system deployment.
