Responding to California Community College Enrollment Decline: A Grounded Theory Model to Add a Chief Enrollment Management Officer
This study, conducted in 2023 during the lowest enrollment in California Community Colleges (CCC) since 2008, aimed to explore the phenomenon of a state-wide lack of chief enrollment management officers (CEMO) within the CCC system and to develop a theoretical model for CCC presidents to add a CEMO. Interviews with 16 CCC presidents produced a 9-item model to assess readiness, build the CEMO position, and to implement the role. The study also explores professional development implications and opportunities for further research.
